What is the biggest challenge to open government at the local level?

I have been checking out Quora, a new solution for Crowdsourcing answers and, in my opinion, is better than LinkedIn Answers by a significant margin.  I recently asked a very simple question, what is the biggest challenge to open government at the local level.  One answer in particular, from Douglas Barnes in New York, truly resonated with me and I wanted to share it, via Quora in real time.  Feel free to weigh in.
